On December 9, 2019, Fox News reported that negotiators from the three countries reached an agreement on implementation, paving the way for a final agreement within 24 hours and ratification by all three parties before the end of the year. Mexico has agreed to impose a minimum wage of $16 per hour for Mexican auto workers by a „neutral“ third party. Mexico, which imports all of its aluminum, also objected to the provisions relating to the U.S. steel and aluminum content of automotive components.  The North American Free Trade Agreement (NAFTA), signed by Prime Minister Brian Mulroney, Mexican President Carlos Salinas and U.S. President George H.W. Bush, came into force on January 1, 1994. NAFTA replaced Canada-U.S. Free Trade Agreement (CUFTA). Negotiations on CUFTA began in 1986 and the agreement entered into force on 1 January 1989. The two nations agreed on a landmark agreement that put Canada and the United States at the forefront of trade liberalization. The North American Free Trade Agreement (NAFTA) was a three-country agreement negotiated by the governments of Canada, Mexico and the United States, which came into force in January 1994.
NAFTA eliminated most tariffs on goods traded between the three countries, with a focus on trade liberalization in agriculture, textiles and automobiles. The agreement also aimed to protect intellectual property, establish dispute resolution mechanisms and implement labour and environmental protection measures through ancillary agreements. On March 1, 2019, many organizations representing the agricultural sector in the United States announced their support for the USMCA and asked Congress to ratify the agreement. They also called on the Trump administration to continue to support NAFTA until the new trade agreement is ratified.  On March 4, House Ways and Means President Richard Neal predicted a „very hard“ path through Congress for the agreement.  Starting March 7, senior White House officials met with members of the Ways and Means House of Representatives, as well as moderate cackles from both parties, such as the Solver Caucus, the Tuesday Group and the Blue Dog Coalition, to seek ratification support. The Trump administration also withdrew from the threat to withdraw from NAFTA as negotiations with Congress continued.  The parties agree to establish important procedural safeguards for the recognition of new geographic indications (G.G.A.), including strong protections against the issuance of geographic indications that would prevent the use of common names by the United States, and the establishment of a mechanism for consultation between the parties on future geographical indications, in accordance with international agreements. „We have achieved this together at a time when it is becoming increasingly difficult to conclude trade agreements around the world,“ she said.
Under the agreement, Canada agreed to provide increased access to its dairy market and obtained several concessions in exchange. The USMCA will retain the Chapter 19 body on which Canada relies to protect it from the United States.
